County gives $12.6 million in social service agency funding

Palm Beach County commissioners have cut social service agency funding through September 2009. Not surprisingly, some agency representatives showed up recently to ask that a particular agency not be cut.

However, commissioners heeded the advice of County Administrator Bob Weisman who cautioned that “singling out one or two individuals’ today means we’re going to have a run on the bank.”

Facing $45 to $100 million in state revenue loss alone, Weisman said, “waiting until March,” when state funding will be better known “is a very good suggestion.”

“We have a tough row to hoe,” sighed Chairman Jeff Koons. 

Among the local agencies to receive funding were:

·        South County Mental Health Center, Inc; $1,614,886 for behavioral health ‑ mental health (crisis stabilization) and psychiatric and medical services (outpatient).

·        The Children’s Place at Home Safe, Inc; $49,698 for services provided in a child-friendly environment to children and families victimized by domestic violence.

·        The Haven, Inc; $138,443 for prevention/intervention of child abuse through a therapeutic foster-care program.

·        Deaf Service Center of Palm Beach County, Inc; $255,445 for client assistance and communication, resources and education; the agency has a Delray Beach office.

Agencies Funded

Following are the remaining agencies that will share also share in the $12.6 million of county funds, through Sept. 30, 2009.

·        Seagull Industries for the Disabled, Inc; $292,061 for adult day habilitation programs and residential assisted living facilities.

·        Glades Area Association for Retarded Citizens Inc; $171,283 for food services, supported living and supported employment services.

·        Adopt‑A‑Family of the Palm Beaches, Inc; $315,314 for homeless prevention services, transitional housing & support, and self‑sufficiency services.

·        Aid to Victims of Domestic Abuse, Inc; $164,002 for emergency shelter services for women and children who are victims of domestic abuse.

·        Alzheimer’s Community Care, Inc; $564,466 for disaster preparation, family counseling and specialized adult day care programs for clients and families affected by Alzheimer’s Disease.

·        Area Agency on Aging of Palm Beach/Treasure Coast, Inc;  $64,117 for the Retired and Senior Volunteer Program (RSVP) and emergency assistance/disaster preparedness.

·        Big Brothers/Big Sisters, Inc; $113,708 for Parenting Partners, mentoring to young parents by qualified adult volunteers.

·        Boys & Girls Club of Palm Beach County; $139,835 for year-round services that offer a variety of activities in six core areas.

·        Building Blocks/NOAH Inc; $246,107 for early childhood education and parenting classes.

·        Center for Family Services of Palm Beach County, Inc; $384,712 for safe kids program, individual and family counseling and emergency assistance program.

Other Agencies

·        Coalition for Independent Living Options, Inc; $264,638 for independent living skills training, advocacy, information and referral, and peer support services.  

·        Communities in Schools of Palm Beach County, Inc; $111,103 for comprehensive social, educational and career‑related support for at-risk children.

·        Comprehensive AIDS Program of Palm Beach County, Inc; $186,942 for HIV antibody counseling and testing.

·        Comprehensive Alcoholism Rehabilitation Programs, Inc; $1,220,040 for residential adolescent, residential adult, outpatient treatment and adult detoxification.

·        Drug Abuse Foundation of Palm Beach County, Inc; $814,981 for assessment, outpatient substance abuse, level 1 residential treatment, detox and case management.

·        Drug Abuse Treatment Association, Inc; $279,173 for residential treatment (Walter D. Kelly Treatment Center) and adolescent outpatient treatment services.

·        Elizabeth H. Faulk Foundation, Inc./Center for Group Counseling; $105,054 for Schools Preventive Counseling and prevention and support group for caregivers.

·        Epilepsy Foundation of South Florida; $48,503 for the seizure control clinic.

·        Families First of Palm Beach County; $50,190 for the Family Self-Sufficiency Program which serves economically disadvantaged families.

·        Farmworker Coordinating Council of Palm Beach County; $180,792 for emergency services and transportation/translation services.

Other Agencies

·        Florida Outreach for the Blind, Inc; $24,125 in training services for the visually-impaired and outreach to individuals adjusting to their environment and disability.

·        Florida Resource Center for Women & Children, Inc; $187,285 for short-term emergency shelter for women and children who are victims of domestic violence.

·        Glades Initiative, Inc; $175,000 for coordination of health and human services in the Glades community.

·        Gratitude House, Inc; $114,990 for substance abuse services provided through, day/night treatment, prevention and aftercare (relapse prevention), intervention program, residential treatment and transitional housing.

·        Gulfstream Goodwill Industries, Inc; $48,624 for homeless individuals who require supportive assistance in obtaining employment.

·        Homeless Coalition of Palm Beach County; $25,000 for homeless services assessment and coordination.

·        Housing Partnership, Inc; $74,801 for supportive housing for individuals diagnosed with mental illness and substance abuse and for supportive services to family members.

·        Jeff Industries, Inc; $162,403 for day/night psycho‑social work adjustment and supported employment services.

·        Minority Development & Empowerment, Inc; $274,981 for case management and translation services to the Haitian community.

·        Mental Health Association of Palm Beach County, Inc; $46,517 for a mental health support drop-in center.

·        Oakwood Center of the Palm Beaches, Inc; $1,807,037 for operation of a licensed in-patient psychiatric hospital providing assessment and treatment on a 24-hour basis for high-risk populations in both the north county area and in Belle Glade. 

·        Palm Beach Habilitation Center, Inc; $269,671 for the Senior in Transition and Retirement Services (STARS) Program.

·        Parent-Child Center, Inc; $261,597 for children’s outpatient intervention and prevention services.

·        Rehabilitation Center for Children & Adults, Inc; $93,525 for comprehensive outpatient and medical rehabilitation services.

·        Sickle Cell Foundation of Palm Beach County, Inc; $77,528, for education and outreach to the Haitian population, screening and case management to affected clients.

Other Agencies

·        The ARC of Palm Beach County, Inc; $259,087 for residential services for adults with disabilities.

·        The Juvenile Transition Center, Inc; $103,371 for education enrichment, mentoring and job training skills to at‑risk youth ages 13‑18.

·        The Lord’s Place, Inc; $348,414 for homeless services through Joshua House and family shelter programs.

·        Urban Youth Impact, Inc; $154,514 for after school education/social programs for inner-city students at risk for school dropout and delinquency.

·        Wayside House, Inc; 151,778 for residential treatment for women’s substance abuse.

YWCA of Palm Beach County; $122,638 for Harmony House for homeless and domestic abuse services for women and children.
